As long as you have not acted with gross negligence, comprehensive insurance is liable for storm damage. In most cases, however, your rental company will then retain the excess.
Comprehensive insurance does cover both fully comprehensive damage (e.g. caused by a branch lying in the road) and partially comprehensive damage (e.g. the consequences of hail). However, in such cases, the agreed excess is demanded by many rental companies (up to 950 euros).
If you booked comprehensive insurance with reimbursement of the excess with your operator when booking, this unfortunately does not usually apply in the event of storm damage. Check in advance in the operator's GT&C which damages are covered and which are not.
It is also possible to take out additional insurance against storm damage with the rental company in advance, but this is often disproportionately expensive.
